The Legal Resources Centre from Moldova (LRCM) is launching a call to expand its network of associated experts in the fields of justice, anti-corruption and integrity, human rights, civil society, and the transposition of the EU acquis. Selected experts will be contracted for a period of up to three years and engaged on a periodic basis in the organisation’s activities.

 

LRCM is a non-governmental, non-profit, independent and politically non-affiliated organisation that contributes to strengthening democracy and the rule of law in the Republic of Moldova through research, monitoring and advocacy.

 

We promote an independent, efficient and accountable justice system, effective anti-corruption mechanisms, respect for human rights, and an enabling environment for civil society and democracy. In these areas, we identify issues with systemic impact, propose solutions, bring them onto the public agenda, respond to abuses, and mobilise partners to drive positive change.

 

Interested candidates are encouraged to consult LRCM’s official website to become familiar with the organisation’s work and the specific nature of the projects implemented. Selected experts may be involved in activities including, but not limited to:

  • Legal research and analysis;

  • Drafting legal opinions or commentaries on draft legislation;

  • Advocacy activities;

  • Training and capacity-building activities;

  • Representation.

Selected candidates will work under a service provision contract, with engagement depending on LRCM’s ongoing projects and activities. Services may be provided for a period of up to three years, with the possibility of extension. The estimated workload is 25–30 days per year per expert. LRCM does not guarantee a minimum or maximum volume of services to be contracted and reserves the right not to offer services on a certain and/or regular basis throughout the duration of the contract.

 

Candidate requirements:

  • University degree in law;

  • Solid knowledge of trends, mechanisms and policies in the Republic of Moldova and the region relevant to justice, anti-corruption and integrity, human rights and civil society;

  • At least 3 years of experience in research and/or monitoring, or in the implementation of consultancy, academic or scientific projects in relevant fields;

  • Advanced analytical skills, demonstrated through publications, policy papers, impact assessments, etc.;

  • Fluency in Romanian and/or English (minimum B2 level). Knowledge of Russian or other international languages constitutes an advantage;

  • Strong internal and external communication, presentation, planning and organisational skills;

  • Availability to provide services at different periods throughout the year;

  • Responsibility and a conscientious approach to assumed commitments;

  • Commitment to LRCM’s mission, vision and strategic objectives, and alignment with LRCM’s values;

  • Sensitivity and adaptability to cultural diversity, gender, religion, race, nationality, age and any other protected criteria.

The dated and signed application shall be submitted by email to [email protected] by 26 January 2026, 11:00, and must include:

  • Examples of activities and/or authored publications (minimum two) produced in the last three years, demonstrating relevant expertise (may be included as hyperlinks in the CV or email);

  • Contact details of at least two referees (may be included in the CV or email);

  • A financial offer indicating the net daily rate in EUR for one working day (8 hours). Offers submitted in other currencies will be converted at the official exchange rate of the National Bank of Moldova on the application deadline;

  • An updated CV confirming relevant experience in line with the requirements set out in the Terms of Reference;

  • A declaration of conflict of interest (if applicable). Where a real or potential conflict of interest exists with the Association’s leadership (President and/or Board of Directors, staff members, etc.), the applicant undertakes to declare it in a self-standing written declaration attached to the application file.

The financial offer will serve as a reference for the selection process; the fee for each specific assignment may be negotiated with the expert if required by particular projects or circumstances.

 

All applicants who submit offers under this call will be informed of the selection decision after the completion of the evaluation process. Where applicable, shortlisted candidates may be invited to an interview.
