The project aims to strengthen the Republic of Moldova’s capacity to prevent, investigate, and combat complex economic and financial crimes, while contributing to the country’s European Union accession process and rule of law reforms. Its activities are designed to enhance the operational and technical capacities of the National Anti-Corruption Centre (NAC), strengthen professional expertise, and support the development of effective national policies and legal frameworks aligned with European standards.
The project activities combine institutional capacity building, technical assistance, professional development, support for strategic policymaking, and independent legal analysis.
– Institutional Assessment and Operational Support
A comprehensive assessment of the NAC’s institutional, operational, and technical needs will be conducted, followed by the development of practical recommendations, methodologies, and operational tools to improve the effectiveness of financial crime investigations.
– Professional Development and Exchange of Experience with EU Institutions
Specialised training sessions, mentoring activities, and expert consultations will be organised for NAC staff and representatives of relevant institutions. A study visit to an EU Member State will facilitate knowledge sharing and the adoption of best practices.
– Strategic Policy Development
Expert assistance will be provided to support the development of a multiannual National Programme for Combating and Preventing Financial Crime, as well as a methodology for preparing the Annual Report on Financial Crime.
– Legal Analysis and Policy Dialogue
Legislative and policy developments will be monitored, legal opinions and recommendations will be prepared, and consultations will be organised with public authorities and other relevant stakeholders to support anti-corruption reforms and alignment with the EU acquis.
