Daniel GOINIC

Human Rights Program Director

Daniel is a legal researcher and consultant with 10 years of professional experience.

His primary expertise includes implementation of the European Convention on Human Rights, capacity building of the integrity sector and the criminal justice system. He has previously been involved in monitoring and evaluating human rights legislation and practices, including through the lens of the European Court of Human Rights jurisprudence.


From 2012 to 2017 he worked in the Ministry of Justice (Legislation Directorate and Government Agent Directorate) and in the State Chancellery.


Daniel holds a law degree from the State University of Moldova (USM). He holds a master’s degree in international law from USM and another one in international human rights law from Jagiellonian University (Poland). He is a graduate of the Advanced Programme in European Law and Economics offered by the Riga Graduate School of Law (Latvia) and the author of several national and international academic reports and publications.


He speaks Romanian (mother tongue), English and Russian fluently.
