The project aims to strengthen the democratic resilience of the Republic of Moldova against Russian propaganda, foreign information manipulation, and threats to civic space. It seeks to support public authorities and civil society in developing effective responses to these challenges in compliance with European human rights standards, while strengthening the capacity of civil society organizations (CSOs) to ensure the continuity of their operations in potential crisis situations.
The project activities combine research and legal analysis, the development of practical recommendations and tools, stakeholder consultations, and public awareness-raising.
– Civil Society Resilience Toolkit
The toolkit will assess risks associated with shrinking civic space and hybrid threats, examine legal and institutional options available in selected European jurisdictions for strengthening organizational resilience and ensuring operational continuity, and provide practical tools for crisis preparedness and management.
– Analytical Report on Russian Propaganda and Information Manipulation
The report will examine the case-law of the European Court of Human Rights (ECtHR) to identify emerging European human rights standards, draw lessons relevant to the Republic of Moldova, and formulate recommendations for public authorities, civil society organizations, media actors, and other stakeholders.
– Stakeholder Consultations and Public Awareness-Raising
Consultations will be organized with representatives of civil society, the media, academia, and independent experts to discuss ways to strengthen democratic resilience in the Republic of Moldova. The project’s key findings and recommendations will also be communicated to the wider public through targeted awareness-raising activities.
