The project aims to strengthen the resilience of democratic institutions in the Republic of Moldova, particularly those in the justice sector, against hybrid threats such as cyberattacks, disinformation, and malign influence. It will do so by enhancing institutional security, developing strategic communication capacities, supporting alignment with the EU acquis, and mobilizing civil society to safeguard democratic processes.
Project activities include:
– Providing legal expertise to support the transposition of the European Union acquis in the areas of justice and anti-corruption, as well as developing digital tools to monitor progress in implementing reforms under Chapters 23 and 24 of the EU accession negotiation framework;
– Organizing simulation exercises to respond to cyber incidents and institutional crises by testing capacities for detection, response management, and effective communication in the event of potential attacks;
– Developing standard operating procedures (SOPs) for managing hybrid threats, alongside interinstitutional coordination protocols and clear reporting and decision-making mechanisms for crisis situations;
– Informing the public about justice reforms by explaining ongoing processes and countering false or misleading narratives in these areas.
