The year 2022 was one full of important changes in the justice system of the Republic of Moldova. The Legal Resources Centre from Moldova has contributed to the creation and implementation of some of these reforms, remaining guided by its four strategic objectives: Rule of law, Integrity and the Fight against corruption, effective implementation of Human Rights, and Democracy and Civil society.

In the field of rule of law, we organized the fourth edition of the "Justice and Anticorruption Reforms Forum", trained 200 students, journalists and justice professionals in our public lectures and seminars, and analyzed how justice in Moldova is financed and how efficient it is.

In addition, we provided legal expertise to the authorities on initiatives to amend the legal framework in the Republic of Moldova, such as adjusting the legislation to the constitutional changes of 2022, the new law on the Supreme Court of Justice, the amendment of the criminal procedure or the legislation on the National Institute of Justice. And we informed our more than 2000 subscribers to the CRJM newsletter about the most important changes in justice. We summarized all the newsletters in four videos.

To get a clear picture of integrity and the fight against corruption in Moldova, we have analysed how effectively corruption is sanctioned in the Republic of Moldova and launched a podcast about who fuels corruption in Moldova, how it is investigated and what punishments are applied.

Of course, we monitored the work of the Integrity Council and analyzed the acts issued by the National Integrity Authority and the judicial practice regarding them.

In addition, the LRCM has provided legal expertise to the authorities on amending the legislation on extended confiscation, we have proposed deterrent sanctions for corruption and helped the National Integrity Authority to improve its procedures for controlling wealth and interests.

The Republic of Moldova has a complicated history when it comes to respecting human rights, managing to commit over 730 violations of the European Convention on Human Rights in the last 25 years.

In 2022, for the 12th year in a row, we produced the summary of violations found by the ECtHR in Moldovan cases in 2021, the summary of violations of Article 3 of the ECHR, as well as all the violations found by the ECtHR in Moldovan cases over the last 25 years.

And we trained over 30 justice sector professionals (judges, prosecutors and lawyers) on the right to a fair trial.

The LRCM popularized the concept of the Human Rights Defender and summarized it in graphic and video format, published five other explanatory videos on the ECtHR and two podcasts on hate crimes and hate speech.

Together with other civil society organizations, we have called on Parliament to strengthen the capacity of the Equality Council and on the Justice authorities to bring justice in the case of the illegal expulsion of Turkish teachers.

In 2017, the LRCM succeeded in implementing the 2% mechanism law by which individuals could redirect 2% of their income tax to an NGO. And in 2022 we promoted the 2% mechanism and trained over 50 civil society organizations on how to raise funds through this mechanism in order to strengthen democracy and civil society.

In the sixth edition of the “Applied Democracy” School, 18 young people learned how they can get involved in building a genuine democracy. And in the aftermath of the war in Ukraine, we provided pro-bono legal support to foreign organizations on how to register in Moldova.

The role of civil society in the national money laundering risk assessment was discussed with the authorities at a round table.  And 33 journalists, public authorities and civil society representatives attended a practical workshop on digital security organized by us.
